You just learned about the Levels of ship certification for helicopter operations. This chart should help you keep the three Levels sorted out:

Remember, a ship's certification deals only with the equipment available for operating with an aircraft. The Levels are based on weather and day/night.

Note: If you are a Coast Guard Cutter certified for Level II operations, and you are operating with a Coast Guard Helicopter, the Ship-Helo Manual allows weather minimums to be reduced to 300 feet ceiling and 1 mile of visibility. In this special case, the new chart looks like this:
